Unless you have an APR due soon, this issue should be fixed in e-snaps before you need to submit. If you have an APR due soon the following is from Bowman Systems describing the issue.
“Several customers have reported an issue with validations in e-snaps related to recent CoC APR changes to Income Q25 and Non-Cash Benefits Q26. Per HUD specifications we have modified the Income and Non-Cash benefits questions to include only Adults and Heads of Households. Children in households are no longer included. E-snaps has not yet been modified to accept this change and is giving a validation error. If you have experienced such an error, we recommend that you submit a question via the AAQ to get the issue on record for your community.”
Updated APR reports to correctly work with the 2014 HMIS data standards have been released by Bowman.
A new ‘how to run’ document is now available. It covers new information on correctly setting prompts to get a useful APR report.

0625 CoC APR v18 and the 0631 CoC APR Detail v15 reports have been updated and are available in ART now. The updates address the issues described in the earlier post.
Note: The previous report worked correctly for many providers who file an APR. This issue only involved a few programs which had both used the income sub-assesment and the total monthly income field.
Bowman is continuing to investigate the slow load time for these new version of the reports and will keep us posted v once they learn something. In the meantime, it may be a good idea to allow extra time for these reports to load and don’t panic if you get an extended “white screen” while the report is loading the prompt dialog.
E-snaps has been updated to the new version of the APR with income and performance measure changes. To match those changes we are updating to running v17 of the 0625 CoC APR and v14 of the 0631 CoC APR Detail Report which both align with the new requirements.
There are new versions of the “0625 – HUD CoC APR” and the “0631 – CoC APR Detail”.

To avoid confusion the earlier versions are being removed from the “APR (Annual Performance Report)” folder
The prompts are somewhat changed and an updated instructional pdf is now also in the “APR (Annual Performance Report)” folder.

The new version of the APR reports can take quite a while to load initially. Of you see a just a “White Screen” It may not be that the report has hung, just that the report engine may be loading. Give the report time to load. Don’t be too impatient.
We have received notice through Bowman staff that “HUD has corrected the e-snaps version of the APR and will be doing a listserv shortly to that effect. Users can now start to input data into e-snaps and submit accordingly.”
But perhaps that should wait a few days if you can. In related news, Bowman will be releasing new and updated ART reports for the CoC APR shortly. We are expecting that these will be available sometime next week.
We just got this from Bowman, it is an announcement that HUD just put out to the software vendors.
Note- This only should impact programs which have APRs due now or in the near future. If your APRs are due later, this should be resolved before your reports are due.
“To: All HMIS Vendors
On October 1, 2013 HUD’s CoC APR was scheduled to change reflect revisions to the income related questions. As planned, HMIS vendors implemented these revisions on October 1.
However, we have now learned that neither e-snaps nor the CoC APR Guidebook were updated. Given the current government shutdown, these changes cannot be implemented until HUD re-opens.
Please do not redeploy the old APR income questions. Instead, please advise your customers who have APRs due to submit a question to the CoC desk in the AAQ at https://www.onecpd.info/ask-a-question/. In their question, they should state that they are not able to submit their APR, due to the current version of the APR that is in e-snaps. We have coordinated this with the AAQ responders on that desk and they will provide direct information and guidance to the grantee. Grantees will be told in a formal response to their question to hold off entering their APR until HUD re-opens and has made the correction in e-snaps. Hopefully, this will allay any concerns grantees have about this situation. HUD will notify all grantees via a listserv message when the income question revisions are live in e-snaps.”
ALSO when asking about those those who have already opened the APR in e-snaps:
“E-snaps will prohibit them from entering their APR unless it is complete and the validations embedded in the system check. So even if they started the APR in e-snaps they won’t be able submit it. HUD does not want to receive the old APR answers. So “hold” is the way to go. They may feel like they need to tell someone or verify that their vendors didn’t do something wrong – thus we created the AAQ way to give them a formal response indicating you were on time – HUD was not and that they should hold their data until the system is updated. They can use AAQ if they choose to – but do not have to.”
